The Office of Exhibits was established as a separate function within the National Collection of Fine Arts (NCFA) in FY 1964, when Harry Lowe was appointed curator of exhibits. In FY 1970, the title of the office was changed to Exhibition and Design. When Lowe became the NCFA assistant director for operations in FY 1973, David Keeler was appointed chief, Office of Exhibition and Design.

The Office of Exhibition and Design is responsible for the design, preparation, installation, and maintenance of both changing and permanent exhibition galleries, and for the aesthetic development of all other public and nonpublic areas of the NCFA section of the Fine Arts and Portrait Galleries Building.
