HISTORICAL NOTE

Even before Joseph Henry's death, the Smithsonian had taken on a double identity. On the one hand it exercised the usual powers associated with a private body. At the same time it acted as a sort of agent to accomplish various objectives for the federal government. This duality of function was elaborately preserved under the administration of Samuel P. Langley, the Smithsonian's third Secretary. During his tenure (1887-1906) the Bureau of American Ethnology, the National Gallery of Art (now the National Museum of American Art), and the National Zoological Park were all added to the Smithsonian's federal side. Langley created the Astrophysical Observatory, using endowment income and private gifts. It, too, began to receive federal funds before he died in 1906. These records illustrate the peculiar but powerful role which the Smithsonian's Secretary played in forming national scientific policy at the turn of the nineteenth century.

These records document the history of the Smithsonian from 1872-1927. Most of the records concern the tenure of Samuel P. Langley, the third Secretary, who served from 1887-1906. There is also some material dating from as early as 1866 to as late as 1927 in the collection. This record unit is the last to be based on a distinction between incoming and outgoing records, for, beginning in 1907, unified filing systems were employed. Users should therefore be careful to consult the current edition of the Archives' Guide in order to have access to parallel outgoing records series. Users should also consult the Guide to identify important separate record units for the United States National Museum. The records document both the Institution's history and the personal research interests of Secretary Langley.

In addition to Langley's research, records of particular interest document the creation of the Astrophysical Observatory and the National Zoological Park, as well as the consolidation of the Bureau of American Ethnology within the Smithsonian after the death of John Wesley Powell.


SERIES DESCRIPTIONS

SERIES 1.
General Incoming Correspondence, 1888-1927. Arranged Alphabetically.

This material is the major correspondence series for this record unit. It is likely that parts of it were lost over the years since its creation. Because this series contains much material dealing with Secretary Langley's research, a special effort has been made to identify firms and persons with whom he dealt; and this feature should be of special interest to anyone trying to reconstruct his work. As a sidelight of this attempt, one can observe the difficulties Langley met with in finding suppliers for his mechanical and scientific requirements, and the emergence of a class of firms in America capable of producing equipment suitable for experimental scientific uses.

Folders2-7   Abbe, Cleveland, 1891-1898, 1900-1905. Cleveland Abbe was for many years editor of the meteorological publications of the United States Weather Bureau. He had close ties with the Smithsonian and was frequently consulted by its officers.

Folders9-22   Abbot, Charles G., 1895-1901. Abbot was recruited from the Massachusetts Institute of Technology in 1895 and remained at the Smithsonian for the whole of his professional life. He began as an aide in the Astrophysical Observatory. As Langley's interests shifted more towards aeronautics, Abbot carried on more and more of the Observatory's work. He became Secretary in 1927.

He became the Institution's Disbursing Agent but was, in 1905, found to have embezzled some $60,000. of the Smithsonian's endowment, as well as about $7,000. in federal appropriations. These records deal mostly with the aftermath of discovery and efforts to recover a part of the money from property Karr had owned in Memphis, Tennessee.

Folders15-22   Langley, Samuel P., 1891-1901. Langley, the Institution's third Secretary, was an astrophysicist and a pioneer student of aeronautics. Unfortunately, most of Langley's personal papers were destroyed in a fire shortly after his death. Thus, his official papers take on added importance, although they are not as detailed as could be wished. However, researchers should note that there are numerous references to records of suppliers of scientific equipment, colleagues, and employees throughout this record unit which may repay careful reading. For this purpose a knowledge of names of correspondents will be useful. These records of Langley's are arranged in part chronologically and in part by subject matter or by correspondent.
