- The Oceanography and Limnology Program began in 1962 when Irvin Eugene Wallen was appointed Assistant Director for Oceanography in the National Museum of Natural History (NMNH). Duties of the Assistant Director for Oceanography included aiding NMNH scientists in marine research; maintaining liaison with ocean-going vessels and scientists in order to collect biological materials; representing the Smithsonian Institution on committees and councils concerned with oceanography; and developing and operating the Smithsonian Oceanographic Sorting Center (SOSC) for marine biological and geological specimens. In 1966 the position of Assistant Director for Oceanography was abolished and its duties were assumed by the newly created Office of Oceanography and Limnology. The Office, with Wallen as head, reported to the Assistant Secretary for Science and was administratively responsible for the SOSC and the Mediterranean Marine Sorting Center (MMSC), which was established in September 1966. In 1969, the Office became the Oceanography and Limnology Program (OLP) of the newly created Office of Environmental Sciences. In October 1973, OLP became an administrative unit of the newly created Office of International and Environmental Programs (OIEO). OLP was abolished in June 1974, and SOSC became an administrative unit of NMNH. At that time, Smithsonian environmental programs were merged to form the International Environmental Science Program (IESP) of OIEP. IESP and OIEP were terminated in 1975. At that time, SOSC became an administrative unit of NMNH

Historical Note
The history of the Oceanography and Limnology Program can be traced to 1962 when Irvin Eugene Wallen was appointed Assistant Director for Oceanography in the National Museum of Natural History (NMNH). Duties of the Assistant Director for Oceanography included aiding NMNH scientists in marine research; maintaining liaison with scientists and ocean-going vessels for collecting biological materials; representing the Smithsonian Institution on committees and councils concerned with oceanography; and developing and operating a sorting center for marine biological and geological materials. The Smithsonian Oceanographic Sorting Center (SOSC) was established in 1962, under the administrative control of the Assistant Director for Oceanography. In 1966, the position of Assistant Director for Oceanography was abolished, and its duties were assumed by the newly created Office of Oceanography and Limnology. The Office, with Wallen as Head, reported to the Assistant Secretary for Science and was administratively responsible for the SOSC and the Mediterranean Marine Sorting Center (MMSC), which was established in September 1966. As a result of a reorganization in the Smithsonian's environmental programs, the Office of Environmental Sciences (OES) was established in October 1969. At that time, the Office of Oceanography and Limnology became the Oceanography and Limnology Program (OLP) of OES. In October 1973, OES was merged with the Office of International Activities to create the Office of International and Environmental Programs (OIEP). OLP became an administrative unit of the newly created OIEP. OLP was abolished in June 1974. At that time, Smithsonian environmental programs were merged to form the International Environmental Sciences Program (IESP) of OIEP. IESP and OIEP were terminated in 1975.

Descriptive Entry
This record unit consists primarily of records documenting the scientific activities of OLP, 1970-1974, and its predecessors - the Assistant Director for Oceanography, NMNH, 1962-1966 and the Office of Oceanography and Limnology, 1966-1970. The records were mostly created by Wallen, Aron, and Higgins, with smaller amounts of material documenting the activities of other staff members. Records post-dating the termination of OLP in June 1974 are those of Higgins and Catherine J. Kerby, created while staff members of IESP and the SOSC, and usually concern projects or activities initiated by OLP. The records consist of incoming and outgoing correspondence; proposals; reports; fiscal materials; publications; photographs; and research data. They include an organizational file documenting OLP relations with oceanographic institutions, commissions, government agencies, and colleges and universities; a file concerning international activities and projects of OLP; a subject file, primarily concerning oceanographic matters; records providing comprehensive documentation of the nine-year history of MMSC; and files concerning projects conducted at Skadar Lake, Yugoslavia and Nam Ngum, Loas.

Projects conducted or supported by OLP and documented in the records include the OLP-Environmental Protection Agency (EPA) Biota of Freshwater Ecosystems Project; OLP projects conducted for the Army Corps of Engineers; and OLP projects supported by the Smithsonian Currency Program (see also series 2). Files postdating the termination of OLP in June 1974 were created by Robert P. Higgins and Catherine J. Kerby in their capacity as staff members of the International Environmental Science Program (IESP) and the Smithsonian Oceanographic Sorting Center (SOSC).

Mediterranean Marine Sorting Center Files, 1965-1976.The Mediterranean Marine Sorting Center (MMSC) was established in September 1966 at Salambo, Tunisia. Under the administrative control of the Office of Oceanography and Limnology (after 1970, the Oceanography and Limnology Program), MMSC received environmental data and marine biological collections from the Mediterranean area. MMSC would sort the collections and distribute data and specimens to scientists and research institutions throughout the world. Directors of MMSC included David K. Damkaer, 1966-1967; Neil C. Hulings, 1967-1969; Robert P. Higgins, 1969-1970; William P. Davis, 1970-1973; and Ernani G. Menez, 1973-1975. MMSC was terminated on 20 June 1975.
This series consists of records maintained by OLP documenting the nine-year history of MMSC. It includes general correspondence, 1965-1975, usually between the Directors of OLP and MMSC, including a large amount of material dealing with the creation of MMSC in 1966; a reading file of outgoing correspondence, 1971-1974, maintained by MMSC and submitted to OLP; financial reports, 1972-1974; files documenting the Hedia Baccar lawsuit against MMSC, 1969-1976; photographs of MMSC staff and facilities, 1967-1975; agreements between the Smithsonian and Tunisia concerning MMSC, 1966-1973; and annual and scientific reports of MMSC, 1969-1974.

"Limnological Investigations of Skadar Lake (Yugoslavia)." Project Files, 1971-1977.Initiated in 1972, "Limnological Investigations of Skadar Lake (Yugoslavia)" was a cooperative research project conducted by the Oceanography and Limnology Program (OLP) and the Biological Institute of Titograd, Yugoslavia. The project was funded by the Smithsonian Foreign Currency Program, with Robert P. Higgins as principal American investigator. After OLP was terminated in 1974, the project continued to be administered by Higgins and Catherine J. Kerby until January 1975. The objectives of the project were to survey the physical, chemical, biological and geological composition of Skadar Lake and develop a capability for management of the lake and its drainage basin.
This series consists of records, maintained by Higgins and Kerby, documenting the operation of the project and includes general correspondence, 1971-1977; files on project personnel, 1972-1975; project proposals and progress reports, 1972-1974; fiscal records, 1972-1975; trip reports, 1973-1974; photographs, mostly of project personnel, 1973; maps; and publications concerning the project.

Project Files, 1973-1975.In 1973, an agreement was entered into between the Smithsonian Institution and the Committee for Coordination of Investigations of the Lower Mekong Basin for an integrated study of the ecological effects of the Nam Ngum Dam and Reservoir, Laos. Robert P. Higgins served as Senior Scientist and Project Principal Investigator. Smithsonian involvement in the project continued until December 1974.
This series consists of records, maintained by Higgins, regarding Smithsonian involvement on the project.
