left to right: James Henry Wakelin, Jr. (1911-1990), Assistant Secretary of the Navy (Research and Development), and Peter King (d. 1985), Associate Director of Research for Materials, Naval Research Laboratory. King received the Navy's Distinguished Civilian Service Award during Pentagon ceremonies, for his development of a long-range detection system for providing evidence of atomic explosions or testing.
