- The Smithsonian Astrophysical Observatory (SAO), Office of Human Resources plans and directs a comprehensive program of human resources management for the SAO staff, including both the Federal Civil Service System and a separate system for Trust Fund employees. The Office of Human Resources supports and advises SAO's scientific divisions and departments, as well as its administrative and technical services groups in areas of human resources policy, recruitment, staffing, compensation, position management and classification, performance management, labor and employee relations, training, benefits, employment immigration and visa services, and development.
- It is not certain when the Smithsonian Astrophysical Observatory began to operate its own personnel office, separate from the one located in Washington, D.C. A separate telephone extension appeared for the office at least by 1964, and in 1967 Richard W. McCarthy was Manager of the Personnel Office, serving through 1970. Harris E. Rosenthal succeeded him, 1971-1989, followed by Marion R. Aymie, 1990-1995, and Laura Conway, 1996- .
