The position of Assistant to the Secretary was created in 1959. Incumbents included James C. Bradley, 1959; Theodore W. Taylor, 1960-1966; Philip C. Ritterbush, 1967; and Charles L. Clapp, 1968-1970. The Assistant was responsible for various projects as directed by the Secretary.
