  • The Office of General Counsel (OGC) protects the legal interests of the Smithsonian Institution. In so doing, the OGC: provides legal advice and counsel to the Smithsonian Board of Regents, Secretary, Provost, and other Smithsonian Institution managers; represents the Smithsonian in litigation and other adversarial proceedings to which the Institution is a party and before federal, state, and local government entities on administrative matters; issues final determinations on administrative tort and personal property claims against the Smithsonian; and monitors developments in the law for application to Smithsonian programs.
  • The Office of General Counsel was established in 1964. Prior to that time, the Smithsonian generally retained outside counsel to advise on special legal issues. Until 1977 the OGC functioned as the Institution's congressional liasion, now managed by the Office of Government Relations.
  • General Counsels have included: Peter Powers, General Counsel, 1964-1995; John E. Huerta, General Counsel, 1995-2008; Marsha S. Shaines, Acting General Counsel, 2008-2009; and Judith E. Leonard, General Counsel, 2009- 2023. Other staff at OGC have included: James D. Douglas, Deputy General Counsel, 1986-2004; Alan D. Ullberg, Associate General Counsel, 1970-1995; George S.
