Notes

  • As of 1879, only nine meetings of the Establishment will have been held. A meeting of the Establishment will be called for May 4, 1881 and attended only by the President and Secretary of the War Department. Spencer F. Baird notes that although meetings are regularly scheduled, few are actually held, because the Establishment has a merely advisory role, and the public duties of the members usually prevent their attendance.
