In 1963, Smithsonian Astrophysical Observatory (SAO) Director (1955-1973) Fred Lawrence Whipple (1906-2004), stands between President John F. Kennedy (1917-1963) and Secretary Leonard Carmichael (1898-1973) outside the White House in the Rose Garden. The occasion is the presentation of the "Distinguished Federal Civilian Award" to Mr. Whipple by President Kennedy. Other assembled guests include Robert MacNamara and Dean Rusk standing at the left.
