Summary

United States Congress passes an act providing that fifty copies of all documents printed by either house of Congress, or by any department or bureau, be placed at the disposal of the Joint Committee on the Library, to be exchanged through the agency of the Smithsonian Institution for similar works published in foreign countries, and especially by foreign governments. The 1885 Annual Report says, "the Institution was appointed the agent of the United States in an exchange of official public documents with foreign Governments." This act systematizes the system which had been operated since the first "Contributions to Knowledge" was distributed.
