Summary

Tappan presents his bill for the establishment of the Smithsonian. Mr. Woodbury suggests that instead of a Board of Managers, the members of the National Institute for the Promotion of Science act as managers for the Smithsonian. There is some debate over this issue. Some worry that making members of the National Institute executives will result in Congress losing control over the trust fund. Others express concerns about the National Institute itself, expressing distaste for anything that proposes to be national in character.
