Summary

This version of the bill to establish the Smithsonian Institution, submitted by Mr. Pratt and committed to the Committee of the Whole, proposes that the Smithsonian Institution be a place to promote the improvement of common schools and to encourage useful inventions and discoveries. The building should only be used for offices for transacting the business of the institution and preserving records. It establishes a board of managers.
