Strike out preamble except enacting clause and insert that the President requested to obtain the interest due and the principle when it is due from the governments of Arkansas, Illinois and Michigan for the purpose of enacting the Smithsonian Institution and that Congress shall make no appropriation for the Smithsonian Institution until the interest due has been received.
