Summary

The amendments of subsection 203 (j) of the Federal Property and Administrative Services Act of 1949 include provisions for surplus property. The Secretary of Defense shall determine whether surplus property is usable and necessary for educational activities which are of special interest to the armed services. Determination whether surplus property is usable and necessary for purposes of education or public health, or for research for any such purpose, in any State shall be made by the Secretary of Health, Education, and Welfare. The Secretary shall allocate such property on the basis of needs and utilization for transfer and distribution to tax-supported medical institutions, hospitals, clinics, health centers, school systems, schools, colleges, and universities.
