Appendix A contains "Relationship of the Board of Regents, Executive Committee (Permanent Committee) and the Secretary." This memorandum sets forth the existing role of the ECPC, including its history, authority and responsibilities, including investments and finances, both federal and trust; reviews of programs and operations; approval of future programs and plans; legislation affecting the SI; acquisition of buildings and facilities; reports on principal staff members; acceptance of gifts and bequests; and appointments to the Board of Regents. Outlines the responsibilities of the Secretary for programs, finances, personnel, legislation, buildings and facilities, and representation of the Institution.
