Congressional report and dissenting views to accompany legislation H.R. 3348. The Committee on Merchant Marine and Fisheries were referred the bill (H.R. 3348) to amend the Act of July 2, 1940. The committee reported favorably thereon with amendments and recommended that the bill pass as amended. Their proposed amendments were 1) that section 7 of the Act of July 2, 1940 (20 U.S.C. 79e) be amended by striking out "$350,000" and inserting "$750,000" in its place, and 2) amend the title so as to read: "A bill to amend the Act of July 2, 1940, to increase the amount authorized to be appropriated to the Smithsonian Institution for purposes of carrying out its functions under such Act." Dissenting view on H.R. 3348 given by Mr. Snyder and Mr. Dornan. The dissenters oppose the bill in light of Panama's "dictator" General Omar Torrijos, who dissenters believed would exploit U.S. interests in the Canal Zone.
