PrintThis rule amends the Treasury Department Regulation, issued on June 3, 1988, to implement Executive Order 12635, which blocked Panamanian assets in the United States and prohibited transfers and payments to the Noriega regime. The regulation is amended to allow the payment of social security taxes by to the Noriega regime by U.S. persons and subsidiaries located in Panama (including the Smithsonian Tropical Research Institute)
