Summary

Executive Order 12635 prohibits the payment of social security taxes to the Noriega/Solis regime. Under Panamanian law, in the absence of payment of social security taxes, a person loses their health and life insurance coverage. EO 12635 required STRI to cease payment of social security tax for their 48 Panamanian workers, which would have the effect of depriving them of health coverage. This memo authorizes STRI to contract for health and life coverage. The Office of Programming and Budget is requested to establish a Trust Fund in the amount of $25, 000 to provide coverage for a five month period, if needed. The memo states that this action is taken as a matter of expediency and should not be considered as setting a precedent for the use of trust funds in providing salary or benefits for federal employees.
