Summary

As requested by the House of Representatives, the President ordered the Secretary of State to send a circular letter to men of science and familiar with public education to ask their opinions on the matter of the Smithson Bequest. The Secretary sent the letter to John Quincy Adams, Francis Wayland, Thomas Cooper, M.D., Richard Rush, Albert Gallatin, Stephan Olin and Professor Davis. The responses of all but Gallatin, Olin and Davis are included in the report.
