Summary

The House received a message from President Van Buren, stating that since the money had been received and invested in state stocks it is now the responsibility of Congress to fulfil the requirements of the bequest. To facilitate this the President had ordered the Secretary of State to contact scientists for their opinions on how best to proceed. The circular letter is presented to Congress and referred to a select committee.
