Summary

Leigh reports the details of Smithson's will and the opinion of the Committee on the Judiciary to whom the matter was referred. He reports that the Committee has no doubt that the United States government should act on behalf of the District of Columbia and that it is proper for the United States to prosecute its claim to the fund in the English courts.
