Summary

Speech of Mr. G. P. Marsh on the bill to establish the Smithsonian Institution. He discusses some of the problems with the administration of the fund and the responsibility of Congress to organize and establish an institution that would conform to the wishes of Smithson. He argues that the proposed bill accomplishes both the increase and diffusion of knowledge as required by the will. He is especially in favor of the proposed library.
