Congressional report accompanying bill (H.R. 10178). The Committee on Rules and Administration was referred to bill H.R. 10178 to authorize the Secretary of the Smithsonian Institution to employ aliens in scientific or technical capacity without regard to statutory provisions prohibiting the payment of compensation to aliens. The committee reported favorably and recommended that the bill do pass.
