PrintThe Electronic Data Systems Federal Corporation brought action challenging General Services Administration's (GSA) role under the Brooks Act in overseeing certain Government Printing Office contracts (GPO). The plaintiff was the successful bidder for printing contracts and moved for preliminary injunction, when the GPO and the army moved to intervene. The District Court held that GPO's motion to intervene should be denied, and that the army should be permitted to file an appearance as amicus curiae.
