Summary

Plaintiff brought action against the officers of General Services Administration and the public works director of the United States Navy to permit it right to connect to sewer connections on Navy property. District Court of Rhode Island issued a writ of mandamus as sought by the plaintiff. The defendants appealed, and Appeals Court held that sovereign immunity barred developer's action. The order of mandamus was vacated, and action by the plaintiff dismissed for lack of subject matter jurisdiction.
