When the Comptroller General of the United States published its report entitled "Need to Strengthen Financial Accountability to the Congress, Smithsonian Institution," the Board of Regents formed the Audit and Review Committee and asked Phillip S. Hughes to conduct and independent study of the Smithsonian's relationship to the Federal Government. The report that was produced looks at the Smithsonian's relationship with Congress; its relationship with constituent elements including the National Gallery of Art, the John F. Kennedy Center for the Performing Arts, and the Woodrow Wilson International Center for Scholars; and the specific recommendations made in the Comptroller General's report. It determined that the Smithsonian Institution is a "trust instrumentality" of the United States, a unique, legislatively created, public trust that is not an executive branch agency.
