Summary

Rhees, in his CATALOGUE OF SMITHSONIAN PUBLICATIONS, 1886, explains that "by the act of Congress organizing the Institution it was made the duty of the 'Board of Regents to submit at each session a report of the operations, expenditures, and condition of the Institution' and that these Reports consist of "reports of the Secretary to the Board of Regents of the operations and condition of the Institution; the report of committees of the Board; reports of lectures; extracts from correspondence; original or translated articles relating to the history and progress of science, etc."
