The President pro tempore of the Senate (John J. Ingalls) appoints Senator Randall Lee Gibson (LA) to the Board of Regents, "under the provision of the Revised Statutes relating to that Institution" in place of Samuel Bell Maxey (TX) whose term of office had expired.
