- Present: John C. Breckinridge, James G. Berret, James A. Pearce, James M. Mason, Alexander Dallas Bache, and Cornelius C. Felton. Also Present: Joseph Henry and William W. Seaton. Members not present were Roger B. Taney, Stephen A. Douglas, William H. English, Lucius J. Gartrell, Benjamin Stanton, Joseph G. Totten, Gideon Hawley, and George E. Badger.
- The Secretary announced the reappointment of Stephen A. Douglas for a term of six years and that since the last meeting of the Board a vacancy had occured by the death of Richard Rush. Mr. Pearce then made remarks and offered two resolutions in memory of Mr. Rush. On the motion of Mr. Mason it was ordered a copy of these remarks be sent to Mr. Rush's family. The treasurer, William W. Seaton, presented the account of receipts and expenditures for the year 1859 and a general statement of finances which were read and referred to the Executive Committee.
- The Secretary read a letter from the Duke of Northumberland and presented several books on the history of Northumberland. The Secretary exhibited a burning lens and a condensing air pump, which had been presented to the Institution by J. R. Priestly and made several remarks on their history and use by the celebrated Dr. Priestly. The annual report of the Institution was presented by the Secretary. On the motion of Mr. Pearce, the Baord then adjourned to meet on Saturday next, at 10 o'clock am.
