A circular or notice to the voluntary meteorological observers who reported to the Smithsonian Institution informing them that the observation system would be transferred to the War Department. The Smithsonian Meteorological Project was a countrywide network of voluntary observers who recorded climate information and sent it to the Smithsonian via the mail and a growing telegraph network. It existed from 1846-1870 and led to the founding of the National Weather Service.
