Joseph Henry, first Secretary of the Smithsonian Institution, informs Coffin that the Smithsonian Board of Regents had established a system of meteorological observations. This network would become the Smithsonian's Meteorological Project. Henry asks for Coffin's assistance in contacting potential weather observers.
