Summary

First page of Phillip S. Hughes' Study of the Relationship of the Smithsonian Institution to Congress. When the Comptroller General of the United States published its report entitled "Need to Strengthen Financial Accountability to the Congress, Smithsonian Institution," the Board of Regents formed the Audit and Review Committee and asked Phillip S. Hughes to conduct an independent study of the Smithsonian's relationship to the Federal Government. The report that was produced looks at the Smithsonian's relationship with Congress; its relationship with constituent elements including the National Gallery of Art, the John F. Kennedy Center for the Performing Arts, and the Woodrow Wilson International Center for Scholars; and the specific recommendations made in the Comptroller General's report.

  • In the late 1970s, Hughes accepted a position as undersecretary of the Smithsonian Institution. Hughes spent most of his civil service career at the Bureau of the Budget, where he rose from budget analyst, to assistant director for legislative reference, to deputy director.
