Roberta Rubinoff becomes the new assistant director of the Office of Fellowships and Grants and was named director in 1985. She was a biologist at Smithsonian Tropical Research Institute for more than 14 years, serving as marine sciences coordinator and conducting research on evolution and behavior of transisthmian species.
