Frederick William True is placed in charge of the National Museum Library. Due to increased activity in investigation, as well as the needs of curators, the old system of drawing books from the Congressional Library is no longer sufficient. A small number of works were reclaimed from the Smithsonian Deposit in the Library of Congress, but most of the collection came from the private library of Spencer Baird.

- Jane Turner will remain in charge of the Smithsonian collection and the Smithsonian Deposit at the Library of Congress until her retirement in 1887.
