- The position of Ombudsman at the Smithsonian was created in 1977 and its purpose is to serve as a neutral third party to whom employees, supervisors, and affiliated staff can bring any work-related problem, concern or complaint that cannot be resolved through normal channels. Raymond Mondor was appointed the first Ombudsman at the Smithsonian in 1977 and served until 1980. After Mandoor, Ombudsman at the Smithsonian included John W. Lang, 1981-1983; Chandra P. Heilman, 1983-2017; Dania Palosky, 2017-2021; and Shadella Davis, 2021- .
