left to right: Texas City styrene plant distillation tower operator James Russell Dodds; William Martin Jeffers (1876-1953), U.S. Rubber Director at the War Production Board; Texas City styrene plant supervisor Merril Tyson; and Colonel Bradley Dewey (1887-1974), Deputy U.S. Rubber Director. Jeffers was president of Union Pacific Railroad, 1937-1946, and coordinated U.S. production of rubber during World War II. The War Production Board officials were inspecting the Monsanto Chemical Company plant in Texas City, Texas.
