Summary

Constance Miller (Phelps) (b. 1913) was the daughter of Nathan L. Miller, former Governor of New York. This photograph was distributed in connection with the 1938 launch of the ore carrier Governor Miller, one of four new ships being launched for navigation in the Great Lakes that year. She married Walter Kane Phelps in 1939, the year after this photo was made.
