This photograph was made when attorney David Statler Black (b. 1928) was U.S. Assistant Secretary of Interior, 1967-1969. He had also served as General Counsel, Bureau of Public Roads, 1961-1963; Vice-Chairman, U.S. Federal Power Commission, 1963-1966; and Administrator of the Bonneville Power Administration, 1966-1967.
