This accession consists of records documenting the establishment and work of the Smithsonian Congress of Scholars and the Smithsonian Congress of Scholars Council. The Smithsonian Congress of Scholars was organized in 1994 to represent the interests of researchers in all parts of the Institution, to articulate the common concerns/views of those who are responsible for research, and take measures to assist the Institution in providing a favorable climate for scholarly work. The records were created and maintained by Dr. Ellen Gross Miles, first Chairman of the Congress. The Smithsonian Congress of Scholars provides a monthly forum for the exchange of ideas and for discussion of matters of general interest to Smithsonian researchers. Through its representative Council, the Congress seeks to bring the concerns and needs of Smithsonian researchers to the attention of Smithsonian managers and planners. The Smithsonian Congress of Scholars Council consists of representatives from each research unit within the Smithsonian, and five officers elected from its membership. Meetings of the Council are held on the second Wednesday of each month, and are open to all interested members of the Congress's membership. A meeting of the general membership is held each year. Also included in the materials are records associated with the two conferences sponsored by the Dialogue Committee: "What About Increase?" (Spring 1995), and "What About Diffusion?" (Spring 1997). Materials include agendas, attendance lists, brochures, bylaws, constitution, minutes, notes, pamphlets, public statements and responses, reports, recommendations, and related materials.
