The post of Assistant Secretary for External Affairs was created in 1987 to coordinate the ways in which the Institution interacts with its various constituencies, including its development and membership activities. In 1994 the Office was renamed the Assistant Secretary for Environmental and External Affairs. The position was abolished in 1994. Thomas E. Lovejoy held the post from 1987 to 1994.
