Notes

  • This is an agency history. It does not describe actual records. The Smithsonian Institution Archives uses these histories as brief accounts of the origin, development, and functions of an office or administrative unit to set that unit in its historical context. These services include the identification of external sources of funding; dissemination to potential principal investigators; serves as liaison with sponsors; proposal development and preparation; institutional and sponsor compliance; proposal transmittal; grant and contract negotiations and signatures; central administration of externally-funded projects; financial management of externally-funded projects; indirect cost calculation and negotiation; serves as audit liaison with Office of Naval Research, Defense Contract Audit Agency, Office of the Inspector General, and Sponsor Audit Liaison; coordination, consultation, and collaboration with Smithsonian offices and units; the training of clients and staff; advocacy of external funding; and performance measurement, analysis and reporting.
  • OSP's philosophy is to foster proposal development for research, education and exhibitions throughout the Smithsonian; promote and sustain sound business practices; and provide the highest quality of administrative management and financial services to support the Smithsonian Institution's mission.
  • OSP was a result of a reorganization by the Contracts Office in October 1988. Ardelle "Dell" Foss was hired as Director. She served as Director, 1988-2007. J. Scott Robinson served as Assistant Director, 1992-2005; Deputy Director, 2005-2007; and then Director, 2007-2015. Tracey Fraser, was appointed Director in 2016. Karen Otiji, served as Acting Director, 2021- .
