- The Office of Design and Construction (ODC) was created in 1981 from the Office of Facilities Planning and Engineering Services (OFPES), itself the successor of the Buildings Management Department. The Office originally had four divisions, a Division of Planning, of Design, of Construction, and of Visual Communications. The latter was shifted to the Office of Plant Services in 1984. The make-up of the Office changed from time to time. In 1994 the unit consisted of four divisions: Project and Construction Management; Engineering and Design Division; Planning Division; and Support Division. By 1996 its functions had been assigned to other units of the Office of Physical Plant.
- The Office of Design and Construction was responsible for the planning, design, construction, and revitalization of Smithsonian Institution facilities, including their museums, research centers, and the National Zoological Park.
- The first Director was Philip K. Reiss, 1981-1990. He was succeeded by Robert P. Dillman, 1992-1994, and followed by William L. Thomas (acting), 1995.
