Consists of records documenting the administration of the Smithsonian Astrophysical Observatory's (SAO) Satellite Tracking Program (STP). The records deal with public relations, fiscal matters, STP personnel, procurement, and special projects. Of special interest are files concerning the United States Air Force support of STP and the STP's geodetic camera project. These records were maintained by Assistant Director Carlton W. Tillinghast (1961-1969), and when his position was known as the Assistant Director (Management). There are smaller amounts of records created by his predecessor Kenneth H. Drummond (1959-1961), and the Executive Officer, Vaughan Harmon. Materials include publications, reports, meeting minutes, financial statements, inventory lists, audits, policies, and procedures.
