This record unit documents the activities of the Department of Paleobiology from its establishment in 1963 until 1984. Records prior to 1963 were mostly created by the Division of Invertebrate Paleontology and Paleobiology, Department of Geology, and extensively document the curatorial career of G. Arthur Cooper. Chairmen of the Department of Paleobiology represented in the records include Cooper, Porter M. Kier, Richard E. Grant, Martin A. Buzas, and Ian G. MacIntyre. Records document research and professional activities of curators and other staff scientists; budget planning and other administrative matters; departmental reviews; plans for the movement of collections to the east wing of the National Museum of Natural History during the 1960s and the Museum Support Center in the 1980s; cooperative relations with the Paleontology and Stratigraphy Branch, United States Geological Survey; establishment of the A. Remington Kellogg Memorial Fund; and exhibitions, including the Exhibits Modernization Program at the USNM.

Historical Note

The paleontological collections of the United States National Museum (USNM) were located in the Department of Geology, from its creation in 1880 until its dissolution in 1963. The Department of Geology had three divisions devoted to paleontology: Vertebrate Paleontology, Invertebrate Paleontology, and Paleobotany. The Department of Geology was led by Ray S. Bassler as head curator between 1930-1948. He was succeeded by William H. Foshag, 1948-1956, and G. Arthur Cooper, 1957-1963.

The Department of Paleobiology was created in the National Museum of Natural History (NMNH) on October 15, 1963, with the division of the former Department of Geology into two departments: Paleobiology and Mineral Sciences. The Department of Paleobiology was organized into three divisions: Paleobotany, Invertebrate Paleontology, and Vertebrate Paleontology. G. Arthur Cooper assumed the chairmanship for the department with Francis M. Hueber, Richard S. Boardman, and Charles Lewis Gazin appointed as division heads, respectively. Cooper was succeeded as chairman by Porter M. Kier, 1967-1972, Richard E. Grant, 1972-1977, Martin A. Buzas, 1977-1982, and Ian G. Macintyre, 1982- .

The annual report for 1964 noted two reasons for the division. First, the character and administrative needs of departmental practitioners of mineral sciences and paleobiology were recognized as obstructions to productive research. With their divergent activities, difficulties arose regarding the fair allocation of resources and administrative responsibilities. In addition, the emphasis in the field of paleontology began shifting away from the use of fossils for stratigraphic and geological applications to a study of the biological aspects of fossils. Zoological or botanical training became a significant addition to geological training. By using the term "paleobiology" to denote departmental activities, the institution recognized this shift toward reconstructing and interpreting paleoenvironments.

The establishment of a separate Department of Paleobiology provided the necessary impetus for further growth in the field of paleontology at the Smithsonian. In 1933, five curatorial positions were devoted to paleontological collections: Ray S. Bassler (invertebrates), G. Arthur Cooper (invertebrates), Charles Lewis Gazin (vertebrates), Charles W. Gilmore (vertebrates), and Charles E. Resser (invertebrates). In 1948, following the end of the Second World War, the staff numbered six including: Ray S. Bassler, Arthur L. Bowsher, G. Arthur Cooper, David H. Dunkle, Charles Lewis Gazin, and Alfred R. Loeblich, Jr. The department continued to grow, numbering nine in 1963 (R. S. Boardman, Porter M. Kier, Richard Cifelli, E. G. Kauffman, Francis M. Hueber, Martin A. Buzas, Charles Lewis Gazin, David H. Dunkle, and Nicholas Hotton III) and nineteen in 1984 (Walter H. Adey, Anna K. Behrensmeyer, Richard H. Benson, Richard S. Boardman, Martin A. Buzas, Alan H. Cheetam, Richard Cifelli, Robert J. Emry, Richard E. Grant, Nicholas Hotton III, Francis M. Hueber, Porter M. Kier, Kenneth M. Towe, Ian G. Macintyre, James F. Mello, Jack W. Pierce, Clayton E. Ray, Daniel J. Stanley, and Thomas R. Waller).

Research on the national paleontological collections is also conducted by paleontologists from the United States Geological Survey (USGS). Researchers from both organizations have always maintained close working relationships, and this is documented in the files.

The growth of both the staff and the collections placed a strain on museum facilities. This problem was temporarily relieved with the opening of the East Wing of the Natural History Building in 1962, and the Museum Support Center in 1983. Even with these additions, space allocation and staff positions always fell short of what was needed. Outside reviews of its programs in both 1967 and 1982 also emphasized these problems.

In the 1960s, the paleontological exhibit halls underwent extensive renovation as part of the museum Exhibits Modernization Program. In 1966, modern research was facilitated by the acquisition of a Scanning Electron Microscope.

Descriptive Entry

The Chairman's Files, Department of Paleobiology, Records, represent the administrative history of both the last fifteen years of the Department of Geology and the first ten years of the Department of Paleobiology after the Department of Geology was divided into two separate departments. This collection provides strong documentation of research, reviews of the departments, the Exhibits Modernization Program, and the construction of the East Wing of the Natural History Building and the Museum Support Center. Although the records primarily document the activities of the National Museum of Natural History (NMNH), documentation relating to the close relationship with scientists in the United States Geological Survey (USGS) is also included.

Series 1, 2, and 3 contain administrative documents for the Departments of Geology and Paleobiology, including annual reports (1963-1982), budget requests and plans of operation (1963-1984), and research progress reports written by staff members (1963-1980). Memoranda and management reports are also included in these series, providing more detailed information on certain requests and reports. In addition, series 8 contains administrative correspondence for the Department of Paleobiology between various institutional officers and department personnel. It is worthy to note that the quantity of material documenting the Department of Geology is substantially less than for the Department of Paleobiology and documentation of daily activity is much more sparse.

The chairman's administrative files for the Department of Paleobiology contained in series 5 provide a more detailed view of the department. This division includes administrative memoranda, incoming and outgoing correspondence, and general records. Although these documents span the twenty year period of the departmental records, a separate set of administrative and institutional files was maintained that represents administrative and institutional activities only during the tenure of Martin A. Buzas as chairman between 1977 and 1982. These files can be found in series 6.

Series 4 consists of research proposals and grant allotments for the staff of both departments. The files document proposals both within the Smithsonian and to outside funding agencies. These files also provide documentation of the types of research undertaken by the scientists during a twenty year time period.

Subject files from the Departments of Geology and Paleobiology are found in series 7. These files contain information about specific aspects and activities of the departments as well as institutional activities relevant to the departments. Significant affiliations between the departments and the Paleontology and Stratigraphy Branch of the USGS are represented in these files, as well as detailed documentation of the construction of the East Wing of the National History Building and the Museum Support Center. Also included is documentation of the symposium between the Department of Paleobiology and the Institute of Paleozoology of the Polish Academy of Sciences and the Paleontology Department of the University of Warsaw, held in Poland during August and September of 1968.

All divisions within the Departments of Geology and Paleobiology are represented in annual reports, research progress reports, and budget requests. However, series 9 and 10 contain the correspondence and subject files for the Division of Invertebrate Paleontology and Paleobotany (Department of Geology) and therefore, provide detailed documentation of this division's activities. The correspondence includes both public and professional inquiries; however, only correspondence files for correspondents beginning with letters between K and Z have survived. Of special interest are the nineteenth century correspondence between David Starr Jordan and Gardiner Greene Hubbard and the substantial amount of correspondence documenting the early career of G. Arthur Cooper. Records for the Division of Vertebrate Paleontology can be found in Record Units 156 and 248. Field notes, manuscripts, and photographs for the Divisions of Vertebrate and Invertebrate Paleontology and Paleobotany can be found in Record Unit 7264.

Series 11 contains museum exhibition scripts and provides extensive documentation of the development of the new paleontology halls as part of the Exhibits Modernization Program during the early 1960s. Committee reports and plans documenting another exhibit renovation plan undertaken in the 1970s can also be found in this series.

Series 12 contains blueprints and mechanical drawings for items constructed for the Departments of Geology and Paleontology. Of special interest are drawings of a sink constructed for G. Arthur Cooper for the acid-etching program he began at the museum. Please note that the documents contained in this series are housed off-site, and it is recommended that researchers make prior arrangements with the reference staff when requesting this material.

ANNUAL REPORTS, DEPARTMENTS OF GEOLOGY AND PALEOBIOLOGY, 1948-1974, 1978-1982

This series contains annual reports for the Department of Geology, 1948-1963, and the Department of Paleobiology, 1963-1974 and 1978-1982. Annual reports were submitted yearly by the department to the Secretary of the Smithsonian Institution. Unless otherwise specified, each annual report contains an overview for the entire department followed by reports for the separate divisions within the department. In some cases, divisional and departmental reports are missing. Divisions within the Department of Geology include Vertebrate Paleontology, Mineralogy and Petrology, and Invertebrate Paleontology and Paleobotany. Department of Paleobiology divisions include Paleobotany, Invertebrate Paleontology, and Vertebrate Paleontology. Each annual report contains summaries of staff changes, exhibition projects, accessions, research, care of collections, and publications undertaken during the fiscal year. Some annual reports also include management reports and related memoranda. The reports are arranged chronologically and were separated from other series during archival processing.

BUDGET ESTIMATES AND PLANS OF OPERATION, DEPARTMENTS OF GEOLOGY AND PALEOBIOLOGY, 1950-1977, 1979-1984

This series consists of formal plans of operation and budget requests for the Departments of Geology and Paleobiology. Departmental copies of these requests and plans are arranged chronologically; however, some are missing. Plans of operation document the goals of administrators and individual researchers, and budgets document departmental and divisional requests for appropriations. In addition, incoming, outgoing, and internal memoranda add more detailed documentation to the time and money allocation processes. It is worthy to note that as longer range projections came into use, allocations for programs began to be spread across several fiscal years. This is especially evident in requests during the 1960s and 1970s. Also significant is the increased level of detail and sophistication in the requests during this later period.

RESEARCH PROGRESS REPORTS, DEPARTMENT OF GEOLOGY, 1948-1963

This series contains annual and quarterly status reports documenting research projects undertaken within the Department of Geology. These reports were submitted by individual investigators to the Secretary of the Smithsonian Institution as official descriptions of staff activities. Each division and the department as a whole also reported on progress toward previously stated goals. In 1950, a standardized format was adopted. Thereafter, each report included comments regarding research objectives, importance of project, methods used, present status, and new lines of research. The reports in this series are arranged chronologically. It is important to note that progress reports for the Department of Paleobiology are not present; however, these documents can be found in other series, especially Box 19, Folders 16-18, and Box 21, Folder 4.

RESEARCH PROPOSALS, 1957-1980 AND UNDATED

This series consists of grant proposals submitted by investigators within the Departments of Geology and Paleobiology to the Smithsonian and outside funding agencies, such as the National Science Foundation. As a matter of policy, staff submitted copies of proposals for approval by the department chairman. This series has been artificially created in processing, and the proposals were gathered from the entire record unit. They are arranged alphabetically by their principal investigator, and chronologically within each investigator's set. Please note that only principal investigators are listed, and the date assigned to each proposal represents the proposed date of initiation for each project. Few folders contain material other than the proposal itself, thus no data on the success of the request is present. Also present are files on the Smithsonian Research Awards Committee and the National Science Foundation.

This series documents the activities of the Chairman of the Department of Paleobiology and consists of incoming, outgoing, and internal memoranda and miscellaneous subject files. Between its inception and 1982, four chairmen led the Department of Paleobiology: G. Arthur Cooper (1963-1967), Porter M. Kier (1967-1972), Richard E. Grant (1972-1977), and Martin A. Buzas (1977-1982). The documents in this division cover a broad range of topics and activities, including reviews of research proposals among staff members, administrative announcements, notices of staff activities, and museum-wide committee reports. As a matter of courtesy and policy, outgoing and incoming memoranda were routed though the Chairman's office. The memoranda within this division are arranged chronologically and separated into outgoing and incoming divisions. Miscellaneous subject files are arranged alphabetically by subject. Of special interest are the many research proposals sent to department researchers for review and comment.

DEPARTMENT OF PALEOBIOLOGY, SUBJECT FILES, 1924, 1931, 1947-1984, with materials from 1924 and 1931

This series consists of the general subject files for the Department of Paleobiology including incoming and outgoing correspondence, memoranda, and reports of both Smithsonian and non-Smithsonian offices. Included in this series are advisory committee reviews of the Department of Paleobiology for 1967 and 1982, material documenting the construction of both the East Wing of the Natural History Building and the Museum Support Center, and documentation of the Foreign Currency Program and the A. Remington Kellogg Memorial Fund. In addition, members of the Department of Paleobiology traveled to Poland in 1968 to participate in an important exchange program, and the preparations for this trip are well documented. The activities of the Paleontology and Stratigraphy Branch of the United States Geological Survey, which worked cooperatively with the Department of Paleobiology, are also extensively documented here. These files are arranged alphabetically by subject, and titles are generally derived from original folder titles. Some documents originally contained within this collection were transferred to other series during archival processing.

This series consists of the subject files for the Division of Invertebrate Paleontology and Paleobotany. These files were maintained separately from the departmental files in Series 7. Most of these files were created prior to the establishment of the Department of Paleobiology; therefore, documents added after 1963 are supplemental. Included in this series are documents relating to the formative period of the Treatise on Invertebrate Paleontology and the circa 1953 plans for modernizing and renovating exhibits. In addition, extensive documentation concerning space allocation is included. The material in this division consists of incoming and outgoing correspondence, predominately from within the Smithsonian Institution. The folders are arranged alphabetically by subject matter; titles generally were derived from the original folder titles.

DIVISION OF INVERTEBRATE PALEONTOLOGY AND PALEOBOTANY, GENERAL CORRESPONDENCE FILES, 1896, 1930-1965 with materials from 1896

This series consists of professional and administrative correspondence of members of the Division of Invertebrate Paleontology and Paleobotany, Department of Geology. This material, like that of Series 9, was maintained separately from the departmental correspondence. Only incoming and outgoing correspondence for letters K to Z has survived, and it is arranged alphabetically by author. The majority of the material in this collection dates from the middle 1950s, and documents the correspondence of C. Arthur Cooper. Professional matters, such as analysis and classification and loan of specimens, and administrative matters, such as personnel documents, budgeting requests, and public inquiries, are equally represented in this series. Of special interest is the correspondence of Alexander Wetmore, which includes documents relating to the early career of G. Arthur Cooper, and 1896 correspondence between David Starr Jordan and Gardiner Greene Hubbard.

EXHIBITION SCRIPTS, 1938, 1952, 1956-1971

In the early 1960s, the exhibition halls relating to paleontology were remodeled. The scripts in this series correspond to the new exhibit labels created during these renovations. As part of the eight-year, museum-wide Exhibits Modernization Program, on June 6, 1961, three halls formally opened: the Hall of Fossil Plants and Invertebrate Animals; the Hall of Fossil Fishes, Amphibians, and Primitive Reptiles; and the Hall of the Age of Mammals in North America. On June 25, 1963, the Hall of Dinosaurs and Other Fossil Reptiles opened. The scripts from the Hall of Dinosaurs and Other Fossil Reptiles were separated from Series 7, and the scripts pertaining to the other exhibits were separated from Series 9. In the 1970s, another exhibits renovation plan was initiated in the museum. Committee reports and plans from that program are also included in this series. Assorted guidelines and memoranda documenting exhibit preparation, modernization, and condition are included, as well as documents relating to the opening of these halls.

BLUEPRINTS AND MECHANICAL DRAWINGS, 1916, 1931-1971

This series contains blueprints and mechanical drawings for items constructed for the Departments of Geology and Paleobiology. Five separate versions of storage cabinets are represented, as are several versions of a sink, which was constructed for G. Arthur Cooper in connection with the acid-etching program he initiated at the USNM. The drawings were separated from the Department of Paleobiology Subject Files, Series 7. This material is arranged chronologically, according to the date marked on the drawing itself.

Series 13

RICHARD S. BOARDMAN, OUTGOING MEMORANDA, 1958-1970

This series contains outgoing memoranda of Richard S. Boardman. In 1958, Richard S. Boardman started working at the United States National Museum in the Division of Invertebrate Paleontology and Paleobotany as an associate curator. He advanced to associate curator in charge in 1961, and to curator in 1962, a position he held until his retirement in 1985. Upon his retirement he was named curator emeritus. The memoranda document daily activities of the division including supply and service requests, committee reports, training reports, personnel, development of new programs, space problems, budget, staff publications, review of manuscripts, and management of the collections. Subjects of special interest include preparation for the department's exchange program trip to Poland in 1968, the Program of International Paleobiology (PIP), relations between the division and the Oceanography Program, a proposed liaison with Johns Hopkins, and the establishment of a search committee for a new chairman. This material is arranged chronologically.
