National Collections Program
Developing a Collections Management Policy

When drafting a Collections Management Policy, the following principles should be kept in mind throughout the process:
  • define areas of responsibility clearly for all activities;

  • be precise and consistent where possible in delegating final decision-making authority and the appropriate chain of command;

  • permit decision-making authorities to grant exceptions in unusual, extraordinary circumstances; the policy should be detailed enough for instruction yet allow flexibility;

  • emphasize the maintenance of complete, written records regarding all collection-related decisions and activities; ensuring security and accessibility of such records.
